United States of America

Congress

The Ryan Creedon Act

How Would You Design the Ryan Creedon Act

Take this 3-question quiz to determine your decision-making ability.

How the members of the United States Congress votes on the Ryan Creedon Act will give Americans some insight on how our politicians think.  In the grand scheme of the universe, there is no right or wrong answer, but for the prosperity of our nation and its healthcare performance, there is an answer..  Take this short, 3-question, quiz to find out what you think.  The Congressional vote will be a Yea or Nay, but you will be able to determine your own outcome.  There are two warm-up questions before we get to the third question about the RCA.

  1. Your son turned 16 a year ago and has already been involved in 4 automobile accidents requiring costly repairs to the family motor vehicle.  You should:
    1. Suggest a law that requires mandatory auto accident training for all auto-mechanics.
    2. Raise a lawsuit against the state for potholes in your area
    3. Take the other drivers to court because your son is a fabulous driver
    4. Buy your son his own car and give him total responsibility
    5. Enroll your son in a certified motor vehicle safety education program

  1. You are the mayor of Palm Springs , home of the Cahuilla Indians Spa Casino where residents from the age of 21 to 101 have been losing their paychecks and life savings.  Complaints have poured in that the casino is not playing fairly but after an investigation, you find that an obsession with gambling among residents is the real issue.  So you:
    1. Coordinate a program to teach the Cahuilla Indians operating the casino about problem gambling and coordinate it through a councilmember whose mission in life is to stop all gambling.  Your expectations are that by teaching the casino operators, they will do what needs to be done to stop the public from losing their money in the casino and the only members of the public that will be allowed to play are those who can afford it.
    2. Make a payoff to the Cahuilla Indians and ask them to better the odds on their slot machines so that members of the community can win money.
    3. Rally support from the media, Gambler’s Anonymous (GA), and from shop owners to participate in a campaign that will make everyone aware that gambling at the Spa Casino presents a level of uncertainty that imposes a threat on the people who gamble.  Sponsor an advertising campaign in which shop owners carry shirts and pins that say: “Cool Cats Don’t Flash the Cash in a Casino”.
    4. Use funds from the city to open a gambling hall that competes with the Spa Casino.
    5. Coordinate with casino operators, pulling in support from various organizations to feature training classes that teach people how to gamble sensibly and arrange for the casino to promote the classes and provide facilities, advancing anyone who takes the class to a special cardholder level status with free play and incentives.

  1. After nearly a half million fatal drug overdoses, mainly from OxyContin (Oxycodonne) during the course of just 15 years, Representative Mary Bono Mack of the 45th District in California is on a mission to stop prescription drug diversion.  Since 2004, Mary has also been aware that undertreatment of patients is also a growing issue and interrelated to accidental fatal overdoses and fatal drug interactions.   For the next 5 years, the mortality rate increases to tens of thousands annually.  Then, on September 4, 2009, the son of Kathy Creedon, Ryan Creedon succumbs to a fatal drug interaction between OxyContin and Xanax.  Kathy testifies before Congress that he and her son had no knowledge that the illness he was experiencing were symptoms of withdrawal.  Kathy also testified how she alerted people working in the office of two practitioners treating her son to Ryan’s drug addiction.  In the aftermath of Ryan’s death, Mary wants to put together a bill called the Ryan Creedon Act.  You are a consultant hired by the Congresswoman to advise her what the bill should stipulate to be most effective in reducing drug use disorders and the number of drug-induced deaths.   You propose:
    1. Mandatory drug abuse and addiction training for all practitioners through the office of the U.S. attorney general with the expectation that by training practitioners about drug addiction will ensure that all patients are using their medication the right way for the right purposes.
    2. The same course of action that was taken for GHB and its analogs.  Pull all opiates, opiods, and synthetic opiates/opiods off the market; make only a few opiate drugs available through a central pharmacy, inconvenience practitioners so they would not prescribe the medication, leaving patients in pain and disabled but achieving the goal.
    3. Legislation that makes it mandatory for a parent, child, or spouse to report the drug abuser to law enforcement otherwise they will be the ones to face the consequences with a minimum of 6 years in prison for 1st degree manslaughter should their loved one die as the result of a fatal overdose.
    4. A case to legalize all illicit drugs and give the public freedom to choose since more than twice the number of people have died from 1 drug during the last 15 years (1996-2011) than all drugs during the prior 50 years (1945-1995), make
    5. An immediate requirement for all patients using controlled substance prescription medication to attend a 1-hour tutorial that demonstrates how they are to use the medication and provides technical details.  Patients would be required to pass a test and take responsibility for their drug use.  Failure to pass the test, patients are able to retake the tutorial, or have someone administer the medication who has passed the test and is responsible for the patient’s welfare and well-being.  Practitioners would be required to hire a responsible person to administer the medication to those patients unable to take the test due to mental disabilities or those who have failed the test repeatedly and have no one to administer the medication.   Additionally, you propose a  plan which mandates medical and pharmacological education for K12 students and adults, introducing innovative changes to drug policy that brings our society into the 21st century.

What Your Choices Mean
The interpretation here is not intended to offend anyone.  These are opinions mixed with obvious perceptions.

If A was your answer: You believe that government should control authority and that authority should control the people.  You would not be considered a good decision-maker because you have selected answers that do not resolve the problem through to completion.  For example, how is teaching an auto-mechanic going about automobile accidents going to stop your son from getting into them? How is teaching casino operators about problem gambling going to stop problem gambling among members of the public living in Palm Springs?  How is drug abuse and addiction training and certification for medical practitioners going to result in the public taking their medication as directed and for the right purposes?  The answer to each of these questions is that it will have a greater impact on honest law-abiding citizens by pressuring authority to discriminate in our diverse society.  You would have to hate your son and yourself so much to bring about harm by suggesting that your government stops these people from doing their jobs.  Most important, you would have to be a masochist who feels human life is worthless for a decision like that removes the responsibility from your plate to a practitioner.    Don't worry if you selected A for one or even all 3 questions.  You  have what it takes to be a U.S. Senator, a member of the U.S. House of Representatives, or even the President of the U.S.

If B was your answer: You tend to be more of a follower than a leader.  This is not a put-down but rather a compliment on your ability to be consistent.  You have selected a solution that has been implemented and is obsolete today.  Rather than making powerful decisions, you are better , but you are consistent.  You tend to believe in the “old guard” and the way things are always done.  Like A, he you believe government has responsibility to control, only your focus is on the present and not the future.  You place the blame on something that is immaterial to the equation and you are quick to produce the wrong conclusion by not learning from prior history.  You, too would be appropriated suited to be a member of the U.S. Congress.  It is suggested however, that you stay out of politics

If C was your answer: You have burdened someone with blame who is unlikely to be the cause of the problem.. Your thinking is very antiquated.  You are from the old school and you tend to think that for every error in life, someone has to be right and, therefore, someone else must be wrong. You believe that for every adversity, someone is to blame just as long as that person is not you or a member of your family.  Perhaps you were raised in a rigid environment and carried that thinking into adulthood.

If D was your answer.  You are a die-hard liberal, the kind that Rush Limbaugh and other conservative talk show hosts criticize the most, but really are themselves.  You could care less about government, you would rather get high and live your life the way you want, just as long as someone is paying the bills.  As a parent, you tend to be giving and loving but you should not be surprised if you find that the car you bought for your son turn into an accordion on the freeway one day with him inside. Safety does not describe you; a more befitting word is Risk-Taker. .

If E was your answer: You use common sense.  You tend to be compassionate, yet you have expectations that are often questioned.  You believe in and search for truth.  You want government that works for you and all people in society.  You would much rather live in a society that is safe than in a society where there is harm.  You believe in harmony and in recognizing that if the problem lies on your side of the fence you will be educated and responsible for it and the same with everyone.  Equal opportunity for you begins with knowledge and discipline that lead to trust.  You believe in doing your share so as to reduce the controlling arm of big government.  You believe in education and in learning he right way to do something.  You enjoy living in an honest society with people who have access to the same information.  You believe in humanity and you best understand the intentions of our forefathers and greatest U.S. presidents.  Truth is what you stand for and you are the kind of leader that it takes to get America back on its feet economically.  You are a forward-thinking person with a positive outlook and a new world vision and you are in agreement with Drug Use Education.
